Will Allowing Duplexes and Lot Splits on Parcels Zoned for Single-Family Create New Homes?

Jurisdiction-level SB9 analysis results can be accessed here. This file contains model results for all jurisdictions with at least 5,000 single family parcels in California. These results include total parcels, total SB 9 eligible parcels, total parcels where SB9 would enable new development, and total market feasible parcels if SB 9 is enacted.
Note: Our estimates of parcel eligibility and feasibility are approximate and may not reflect actual conditions. They are not intended to predict development likelihood on any given parcel. In particular, due to the lack of statewide zoning data, we analyzed parcels where the current land use is single-family residential regardless of the existing local zoning designation. Furthermore, our analysis relies on a number of assumptions—including pre-COVID market and construction cost data—that may differ from local conditions.
