2021 was a breakthrough year for California housing policymaking as lawmakers approved historic statewide zoning reforms and committed unprecedented resources for the creation of more affordable and supportive housing. Buoyed by a unified and coordinated effort in the Senate and an unexpected budget surplus the legislature and the administration found the resolve to accomplish key goals to address the state’s persistent housing affordability challenges, though much more work remains.
