As Deputy Director of Policy, David Garcia is responsible for the Terner Center’s engagement on state and federal policy issues. David previously served as the Center’s Policy Director from 2017 to 2023.

Most recently, David worked at Up For Growth as Policy Director, leading the organization’s work on federal housing policy with a specific focus on housing supply and affordability. David has also worked in the real estate industry as a developer in Stockton, California, and in the federal government as a Research Analyst at the Government Accountability Office (GAO) in Washington, DC.

David holds a Bachelor of Arts from the University of California, Los Angeles as well as a Master of Public Policy from the Johns Hopkins Institute for Policy Studies in Baltimore, Maryland.
