The UC Berkeley Center for Law, Energy & the Environment ((CLEE) and the Terner Center have produced a comprehensive review of the literature assessing impact of land use policies, with a geographical focus on California. It addresses synergies and tradeoffs between housing production policies and the state’s climate mitigation, climate adaptation and resilience, and fair housing objectives.
