Understanding Housing Supply Bills That Go Into Effect in 2026

The year 2025 was a banner year for big bills to support housing supply and land use reforms. Notable new laws include ones that enable the building of transit-adjacent housing and a pair of significant new reforms to the California Environmental Quality Act.

In addition, this year also saw a series of bills that build on a foundation of laws passed over the past 10 years in California to help move housing forward, as well as bills that facilitate rebuilding in Los Angeles after the fires.

Now that California Governor Gavin Newsom has signed new bills into law and vetoed others, experts discussed what the latest crop of successful legislation means for California’s housing landscape.
