Helen (she/they) helps manage the California Social Housing Study, a multi-year legislatively mandated study that includes analysis and recommendations for the creation of social housing at scale in California. The Terner Center is tasked with completing this study in partnership with California Department of Housing & Community Development (HCD). Previously, Helen worked as a Housing Policy Specialist at HCD in the Accountability & Enforcement Unit where she drafted technical assistance letters and notices of violation to jurisdictions pertaining to various state housing laws. She has also worked as lead organizer for the Stockton Housing Justice Coalition, a group comprised of nonprofit housing developers, residents, and tenant organizers committed to furthering policies that increase affordable housing development and protect tenants.
