Land use policy reform to allow infill and denser housing is increasingly recognized as a key strategy for decreasing pollution and greenhouse gas emissions from transportation in California. However, despite more than a decade of policy focus, progress in reducing pollution has been limited, and housing in walkable neighborhoods is still unattainable for most Californians.
