U.S. Senator Kamala Harris (CA) has introduced a new bill to provide tax credits to renters paying more than 30% of their income on rent. The bill's summary fact sheet as well as press following the announcement have cited the influence of a 2016 Terner Center report which proposes a Federal Assistance in Rental (FAIR) tax credit for low-income renters.
