Terner Center Welcomes National Thought Leaders as Policy Fellows

The Terner Center is honored to welcome four esteemed experts as Policy Fellows this year. The Center will draw on their expertise and experience in housing policy and practice to develop innovative solutions to a range of housing issues. The Policy Fellows will also contribute to the Center’s housing research work more broadly.

• Laura Arce is Senior Vice President for Economic Initiatives at UnidosUS, the nation’s largest Hispanic civil rights and advocacy organization, and architect of the Home Ownership Means Equity (HOME) initiative to add four million new Latino homeowners this decade.
• Pedro Galvao is founder and Principal at Luminaria, a consulting firm. He has extensive experience shaping California housing policy—including leading the creation of the California Housing and Homelessness Agency.
• Benjamin Preis, Principal at Urban Research Advisors, was the founding director of the U.S.-based National Housing Crisis Task Force, where he was the chief author of its Federal Housing Policy Agenda and its State and Local Housing Action Plan.
• Aaron Shroyer is the Director of Policy and Advocacy at the National Association of Affordable Housing Lenders. He previously served as special assistant to President Joe Biden for housing policy at the White House National Economic Council.
