Rebecca Foster is the founding CEO of the Housing Accelerator Fund (HAF), an innovative nonprofit public-private partnership and certified Community Development Financial Institution (CDFI). HAF works with community-based organizations, local governments, and private and philanthropic institutions to provide powerful new financing tools that accelerate housing solutions for the Bay Area’s most vulnerable residents. This includes the newly launched Industrialized Construction Catalyst Fund, as well as the Bay Area Housing Innovation Fund and other tailored financing products. Since 2017, the Fund has invested over $700 million in housing preservation and development across San Francisco and the Bay Area, supporting over 4,500 permanently affordable homes for more than 8,000 residents.
Previously, Rebecca served as Director of Social Impact Investment under Mayor Ed Lee and as a Vice President in Public Sector & Infrastructure investment banking at Goldman Sachs. She serves on the Boards of the California Housing Partnership, the Non-Profit Housing Association of Northern California, the San Francisco Downtown Development Corporation, and the SF Inclusionary Housing Technical Advisory Committee (TAC).
